Ministry Mission

Mission

Vision

To coordinate, support and advocate for Local Governments for sustainable, efficient and effective service delivery in the decentralized system of governance. To have a democratic, participatory, decentralized local government system that can sustain development and deliver services efficiently and effectively to the people.

Mandate

The mandate of the Ministry is to guide, harmonize, mentor and advocate for all local governments in support of the overall vision of Government to bring about socio-economic transformation of the country.

Strategic Objectives for FY 2010/11 and the Medium Term

The policy thrust of the Ministry and programming of activities has been guided by the overall government blueprint for growth and socio-economic transformation, as set out in the National Development Plan. In pursuance of its vision, and in line with the mission and mandate, the strategic objectives of the Ministry over the medium term are to:

  • Promote democratic governance, transparency and accountability in local governments;
  • Ensure that local governments deliver services to the population in an efficient and effective manner;
  • Ensure compliance with statutory requirements, national standards and policies by local governments;
  • Build the capacity of local government councils, necessary for efficient and effective service delivery.

Classification of Vote Functions

In line with recent reforms, budget segmentation has been centred on the notion of Vote Functions, defined as a collection of activities (e.g. programmes, projects, LG Grants, etc.) geared towards attainment of sector/institutional mandates. The following Table indicates the Vote Functions under the Ministry, and their respective Programme/Project compositions:
