LCD Background

Objective

To provide necessary support to Local Councils for efficient and effective local governance.

Functions

  • Designing and developing training and sensitization programmes for Local Councils.
  • Ensuring that vacant posts in the hierarchy of Local Councils are filled, in liaison with the Electoral Commission.
  • To process and advise local governments on ordinances and bye-laws, in liaison with the Ministry of Justice and Constitutional Affairs.
  • Assessing and monitoring the relationship between elected and appointed officials in Local Governments.
  • To carry out technical studies on alteration of boundaries of Local Government units as they arise.

Performance in FY 2009/10

  • Conflicts resolved in 16 districts  of Adjumani, Amuru, Masindi, Namutumba, Kotido, Kaabong, Kayunga, Mayuge, Mukono, Butaleja, Tororo, Mbale, Budaka, Pader, Makindye Division(Kampala);
  • Processed Kampala Capital City law and the Regional Tier Bill;
  • 9 Ordinances and bye-laws submitted by LGs were processed;
  • Supported HIV/AIDS initiatives in 9 LGs;
  • Subcounty Chiefs, Community Development Officers and Town Clerks from 5 Districts trained on administration of Justice;
  • Clerks to Council from 80 districts trained on minute writing  and record keeping;
  • Local Economic Bussiness Assessment conducted in 15 Local Governments;
  • LED draft policy prepared;
  • Commercial Officers oriented on LED.

Planned Outputs for FY 2010/11

  • LC Courts officials in four HLGs trained;
  • Newly elected councilors from 6 HLGs oriented;
  • Regional Tier governments operationalized;
  • Conflicts between appointed and elected officials in 16 LGs resolved;
  • Orientation of all commercial officers on LED;
  • Draft LED policy developed;
  • Orientation of all technical staff in LGs on CDD;
  • Development of CDD assessment criteria;
  • Data compiled on Ordinances and bylaws from 31 districts.
