F&A Background
Objective
To provide administrative support to the activities of the Ministry of Local Government and to coordinate, guide and harmonize its policy, planning and budgeting functions.
Functions
- Prepare and make submissions for recruitment of staff.
- Arrange and execute training programmes for Ministry staff.
- Formulate and review human resource development policies.
- Provide and manage transport facilities and other logistics.
- Provide for the Ministry’s utilities and consumables.
- Negotiate contracts and procure services for the Ministry.
- Acquire, manage and account for the finances of the Ministry.
- Coordinate the policy, planning and budgeting functions of the Ministry.
Performance in FY 2009/10
- Budget Framework Paper, Ministerial Policy Statement for FY 2010/11 were concluded;
- 17 additional Ministry staff were recruited;
- A total of 121 Ministry staff benefited from assorted training activities;
- Rolled out the LoGICS to 41 Districts;
- Conducted an update of LoGFIAS database for the FY 2004/05-2007/08; conducted ICT workshops for MoLG and LG staff; conducted a workshop on LoGICS/other sectoral MIS data sharing;
- Conducted field visits to monitor and evaluate development plan implementation, and provided support to 15 weak and new LGs;
- 3 internal audit reports were produced;
- Internal audits carried out in 13 LGs[1].
Planned Outputs for FY 2010/11
- Ministry’s annual budget for FY 2011/12 prepared;
- 4 Ministry’s performance reports for FY 2010/11 produced;
- Ministry’s performance plan for FY 2011/12 is prepared;
- Ministerial and top management activities supported;
- Budgeted utilities, consumables, transport facilities and other logistics procured to support Ministry operations;
- Ministry’s human resource recruited, efficiently managed and capacity developed;
- 30 LGs supported on planning and budgeting;
- Monitoring and back-up support to local governments in the planning and budgeting processes;
- Support to LGs on ICT related initiatives.
